Court allows students to offset university costs from future income taxes

That is correct - university costs as a tax offset against future employment income - too bad it is Germany - but it sounds like a good idea since university costs are a (maybe the) limiting factor for admission - grades are not enough. The Germany tax office argues like that IRS that those costs have to be expended while working and relevant to the present job, but their courts have seen it otherwise.
